There is a lot of talk about its timing.

The winter session of Parliament is about to begin in ten days.

On November 26, one year after the completion of the Kisan Andolan, the farmers have announced to intensify the agitation.

Assembly elections are going to be held in five states next year, with Uttar Pradesh being the largest state. A day earlier, Amit Shah had been given charge of western Uttar Pradesh.

But on the day of Guru Nanak's birth anniversary, Prime Minister Modi surprised everyone by making this announcement.

Also read: Only Union government has to abide by agriculture law, farmers will not abide by: Satya Pal Malik

<img src="https://hindi.oneindia.com/img/bbc/2021/11/_121613745_29cf10d2-c2c4-4001-9004-c25d7e0a7e74.jpg" class="image_listical c3" alt="Peasant movement" title="Peasant movement" data-cl-slideshow="" data-cl-title = "peasant movement" data-cl-description = "" data-cl-imageid = "649374-0""/>
Getty Images

Peasant movement

So now Punjab Koon is also involved in this timing.

"Both Uttar Pradesh and Punjab are behind the Modi government's decision," said Nistula Haber, a journalist with The Hindu who has been covering the BJP for years. It is clear that this will have an impact on the Uttar Pradesh elections. The main reason. But Punjab also has many reasons. From this point of view, the state is important for the BJP.

Elaborating on the angle of Punjab, Nistula said, "Punjab is a state bordering India. Many Khalistani groups have suddenly become active. There are many groups active in Punjab before the elections which took advantage of the opportunity." Can. "

When the BJP and the Akali Dal formed an alliance, the top leaders of both the parties, LK Advani and Parkash Singh Badal, thought that if there was a party representing the Sikhs (Akali Dal) and an alliance with the Hindus. If (BJP) fights the elections together, it will be better for the security of the state and the country. Because of this, the alliance lasted for years.

"Punjab has been very important to the BJP for a long time. No one wants the 80s thing to start here again. That is why the Union government took this decision."

The Akali Dal had quit the BJP last year and split from the NDA due to the new agriculture law. The Akali Dal was the oldest ally of the BJP.

<img src="https://hindi.oneindia.com/img/bbc/2021/11/_121613748_ec8bb9fc-b415-4733-abbe-0aaccbdd05c1.jpg" class="image_listical c3" alt="Peasant movement" title="Peasant movement" data-cl-slideshow="" data-cl-title = "peasant movement" data-cl-description = "" data-cl-imageid = "649374-1""/>
Getty Images

Peasant movement

But a year later why did the Modi government suddenly remember the people of Punjab and its old ally the Akali Dal?

RS Ghumman is Professor at the Center for Research in Rural and Industrial Development, Chandigarh. He has a strong grip on Punjab's agriculture, economics and politics.

Professor RS Ghumman says, "It is too late. This decision has come after sacrificing 700 farmers. The Modi government did not repeal the new agriculture law itself. They had to do it because of the anger of the farmers." The Uttar Pradesh elections are near and that too. In Punjab. "

"Even after this decision, the BJP will not get anything in Punjab. There could have been some political gain if there had been an alliance with the Akalis. But now with the former Punjab Chief Minister Capt Amarinder Singh, now the BJP The lentils will not melt. "

It may be recalled that Capt Amarinder Singh had hinted at an alliance with the BJP saying that the Union government should reconsider the agriculture law.

His reaction has been the first since the recent decision of the Modi government and he has welcomed it.

It remains to be seen whether the Akali Dal will return to the NDA after the Modi government's decision.

Sanjay Kumar, a professor at the Center for the Study of Developing Societies, says, "While this decision may not be of much benefit to the BJP, it could be to the detriment of the Congress in Punjab." Akali Dal, Capt. Amarinder Singh and BJP all three together. If we come, the biggest impact will be on the Congress. "

According to CSDS estimates, the BJP got 7-8 per cent vote share in Punjab, while the alliance with the Akali was about 35 per cent.

Also read: Kisan Andolan: Waiting for the phone to ring for the last four months, what is the future of new farming laws?

<img src="https://hindi.oneindia.com/img/bbc/2021/11/_121613750_d313de04-7047-4f2b-a8d0-b7435b4d6710.jpg" class="image_listical c3" alt="Peasant movement" title="Peasant movement" data-cl-slideshow="" data-cl-title = "peasant movement" data-cl-description = "" data-cl-imageid = "649374-2""/>
AFP

Peasant movement

By the way, it is said for the Modi government that it does not bow down to its decisions. But there are occasions when the government has bowed to its own decisions in the past.

Earlier, the Union government had also withdrawn from the Land Acquisition Act relating to agriculture. Then in Parliament, Congress leader Rahul Gandhi opposed the land acquisition law and called the Union government a 'suit-boot government'.

The central government had changed its earlier stand on payment of GST to the states even after compensation.

The Modi government's decision to provide relief in petrol and diesel prices after the defeat in several by-elections was also termed as "submissive".

Those who understand politics closely believe that 'election defeat' is the BJP's pain.

Wherever the BJP sees its decisions as a cause for defeat in elections, it will definitely reconsider or compromise.

Earlier, the BJP had failed to form a government in Maharashtra, where it has 48 Lok Sabha seats.

Then they lost in West Bengal, which has 42 Lok Sabha seats.

And in this month's by-elections, the BJP did not perform as expected. In Uttar Pradesh, where 80 Lok Sabha seats come from, the reversal of seats could have an impact on the BJP's 2024 Lok Sabha elections. These three states alone are responsible for 170 seats.

Many knowledgeable people consider this mathematics important behind this decision.

Also read: Kisan Andolan: Why Modi government did not accept demand on MSP?

A day earlier, Amit Shah was given the command of Western Uttar Pradesh in the BJP dividing Uttar Pradesh into several regions. This in itself was a clear indication of how important Western Uttar Pradesh is to the BJP.

Based on this, senior journalist Sunita Aaron says that the decision is related to the Assembly elections to be held in Uttar Pradesh next year.

Some analysts were claiming that the farmers' agitation would affect 100 seats in Uttar Pradesh. At the same time, some experts believe that the problem of sugarcane farmers in western Uttar Pradesh is an issue, not a new agricultural law.

Today's decision of the Modi government seems to be a testament to the fact that the BJP must have received input on the impact of the farmers' movement on the elections.

"Jayant Chaudhary was also getting good support in the western Uttar Pradesh region, which would have benefited the Samajwadi Party if the RLD had formed an alliance with the Samajwadi Party's Akhilesh Yadav," says Sunita Aaron.

However, the RLD's alliance with the Samajwadi Party has not been formally announced.

It remains to be seen what their next stand will be after the Modi government's decision.

Also read: What is the BJP's 'game plan' for Western UP?

<img src="https://hindi.oneindia.com/img/bbc/2021/11/_121613774_f4b7fcd7-bbc2-4fc4-ba58-b9592db1837b.jpg" class="image_listical c3" alt="Agricultural law" title="Agricultural law" data-cl-slideshow="" data-cl-title = "Agriculture Law" data-cl-description = "" data-cl-imageid = "649374-3""/>
BBC

Agricultural law

According to CSDS data, the caste equation in western Uttar Pradesh is something like this. Muslims make up 32 per cent, Dalits about 18 per cent, Jats 12 per cent and OBCs 30 per cent. At the same time, it is worth noting that about 70 per cent of the people in the region are engaged in agriculture.

Of these, the BJP never considers Muslims as its vote bank. The BJP is already targeting Dalits and OBCs. Is organizing several conferences to bring together.

Recently, the statement of Uttar Pradesh BJP president Swatanter Dev Singh drinking tea at a dalit house was also in the headlines.

Now that the 12 per cent angry Jat vote will also come to the BJP's court due to the repeal of the Agriculture Act, the picture could be better for the BJP.

However, BKU leader Rakesh Tikait has said that he would withdraw the agitation only after the law is repealed by Parliament.

Harveer Singh, a journalist from western Uttar Pradesh and running a website for rural India, says, "If there is no agitation on the streets before the elections, the BJP will benefit and the farmers will be less angry." But it will end completely. I don't think so. Farmers have other issues like sugarcane price, rising prices of urea and fertilizer, rising electricity prices and petrol and diesel prices.

"After this decision, the number of BJP seats in western Uttar Pradesh will probably be less than before," he added.

However, Sunita Aaron said, "There are still a few months to go before the elections. The BJP has an army of its own workers. This decision seems to be giving the BJP an edge at the moment. So that we can make up for the losses incurred in Western Uttar Pradesh from there.

Also read: What does it mean for Yogi Adityanath to present a resolution in the BJP executive committee?

(You for BBC Hindi's Android app Click here Can do You tell us Facebook And Twitter You can follow too.)
